In March of 2004, representatives of more than 60 leading environmental NGOs signed a Memorandum of Mutual Understanding in which they recognized the need for green power in Russian politics. In the fall of 2004 a committee was organized for the purpose of planning, preparing, and executing the meeting of green party thinkers from all corners of Russia. Thus, on June 5, 2005 Green Russia was formed in the city of Korolev in the Moscow oblast.

Despite the fact that the party was formed, in order to be officially recognized, Green Russia would have to go through a rigorous registration process. In order to comply with the new federal law on political parties, a party had to have at least 45 regional branches totaling at least 50,000 individual members. The registration period would last 6 months. During the course of one year (two registration periods), branches of the party were formed in 53 regions of the Russian Federation. 20,000 individuals members were registered. On a subsequent Congress of the party on May 14, 2006, the party accepted the fact that it would be impossible to meet the necessary requirements for registration by the deadline; participation in the 2007 parliamentary elections would be unfeasible. This occurred as a direct result of government-instituted obstacles intended to complicate the registration of new political parties in addition to a serious lack of financial backing. At the May 2006 Congress, a new conception of the evolving party was adopted. The new conception was founded upon a strategic triad:

  • The creation of a faction of Green Russia within the Russian democratic party, Yabloko
  • The creation of a civilian political movement, "Union of Green Russians"
  • Continued construction of an independent political party, Green Russia

Each of these developmental strategies, or any combination of them, would help independent political parties solve the problems associated with registration in the future. Furthermore, Green Russia, functioning within the framework of the re-registered democratic party, Yabloko, which has a pro-ecological orientation, is now eligible for participation on multiple governmental levels (federal or local elections).

The purpose of the Green Russia party is to halt Russia's ecological reversal. Working within this goal, the party has specific assignments-to remain vigilant over the health of the nation as well as promote radical changes within the political, economical and social conditions in Russia. One of the most important practical goals within the Green Russia platform is the fight for the development of safe sources of energy and the fight against the development and dissemination of nuclear energy.

Green Russia, in and of itself, is a democratic party that upholds intrinsic human values and basic human rights. The party program necessitates the unequivocal acceptance of all cultures, religions, sexual orientations, national traditions and norms, with equality under the law. Furthermore, the party continues to actively fight for the freedom of speech and the development of a free Russian Mass Media within the Federation.
